At the outset I wish you all a very happy New Year. You are aware that Year 2006 was quite eventful. 2006 started with a bright note of we receiving our arrears of wage revision which was gazetted in the 2005.  Our communication channel has  vastly improved thanks to our website maintained by our Hyderabad Unit. At this juncture I would like to convey my sincere thanks to Mr K V Raju our Vice President and his entire team for the services they have rendered in keeping our website active, interesting and informative. I reiterate the importance of communication and want all our regional units to receive and transmit information to members thorough circulars and meetings without fail.

 

During this year we had three structured meetings with GIPSA on Amendments to the Promotion Policy. Our structured meeting with NIA  which was slated during May  2006 was postponed due to unavoidable circumstances. But, it is regrettable that our Corporate Management subsequently  could not find a  convenient date to hold a structured meeting in spite of our repeated reminders.

 

 

Most of our Regional units have conducted their Annual General Body meetings wherein either myself or our General Secretary were present. Recently I had the privilege of attending our Guwahati Unit’s Eighth Biannual  General Body Meeting at Kaziranga along with our vice president Mr D. Ganguly on 9th & 10th Dec 2006. The success of the Kaziranga’s General Body meeting clearly demonstrated the strength and solidarity of NIAOA  in the North-East. The Kaziranga meet was a memorable event.

 

 

You are aware the issues like Non-core benefits, removal of anomaly in pay scale of Officers[2002-2007], amendments to Promotion policy, creating necessary infrastructure facilities like housing, education, adequate increase in lease limits to cater the needs of the Officers on TMP and introduction of PLLI is still pending.  In the last meeting with GIPSA  on 22/11/2006 all the above issues were discussed and we are actively following it. It has now been decided to conduct a signature campaign on anomalies in pay scales and send the same to Ministry/GIPSA/Company. The draft of the APPEAL for signature campaign can be downloaded from our Website.

 

You are aware after two rounds of negotiations during May and September 2006 on amendments to Promotion policy the NIA/GIPSA Managements attempted to implement arbitrarily the amendments to the Promotion policy which grossly discriminated against the Officer’s community. If these amendments would have  been implemented  without holding further discussions with Associations it would have totally alienated large sections of Officers from entire promotion process.

 

NIAOA and  other CONFED units called for a one day strike on 14th Nov 2006 opposing the unilateralist approach of Company and GIPSA Managements imposing the amendments before arriving at a consensus on the issue. This strike call clearly demonstrated the Organizational will power of NIAOA.            NIA/GIPSA managements having realized that we could organizationally resist any of their unilateral action made a retreat by calling us for a third round of negotiations on 22/11/06 at Delhi. You are aware that in the said meeting we have reiterated our demand that  promotional exercise should be an annual feature, need for evolving   a definite norms  for determination of vacancies and introduction of multi-channel promotion system. We are in constant touch with our Corporate Management on this issue.

 

Our charter for next wage revision 2007-2012 is to be prepared and submitted any time  early 2007. I am pleased to inform you that the core committee of CONFED is already on the job and the draft will be ready within few months. Meanwhile, I request our units to send your valuable inputs to enable us to incorporate in the charter. I am also hopeful that by this time you would have received intimation about our All India Meet to be held in Kolkata on Feb 1 and 2, 2007. Our General Secretary has already sent the agenda and also the draft constitution and byelaws to enable you to discuss at Regional level before it is deliberated and adopted in our All India meet.  I am sure you will understand the importance of this meet and  ensure that delegates from your Region will come to the above meet well prepared so that the precious time our All India meet is fully utilized to its optimum level.

 

The De-tariff is now in place from 1.1.2007. Though the De-tariff is limited only to the rates as of now, it is going to be a big challenge especially for PSU Companies. This is an unchartered territory. But, as a leader of Non-Life Insurers  ‘New India’ has got enough technical and financial competence to deal with the situation. The point to be recognised is that the manner in which the Non-life insurance business to be transacted will be different and only prudent underwriting and expeditious claim settlement will ensure survival of any Company. We are hopeful that New Indians at Corporate, Managerial and  at all   levels could rise to the occasion to make ‘New India’ even more stronger.

 

 

 

NIAOA has urged our Corporate Management to create a conducive atmosphere to enable Officers’ fraternity to face the challenge successfully. The Management should desist from any attempt to destabilize the IR peace and force Officers to resort to agitation by their rigid approach on issues like Promotion policy.

 

In fine, I am satisfied with our performance in 2006 and it has been a pleasure for me to work with you all. I take this opportunity to convey my sincere thanks and appreciation for all your support and perseverance you have shown in dealing with many issues in 2006. With the same zeal and resolute let us prepare ourselves to face the major challenges ahead of us in 2007.

The management has left us with no option but to express our dissatisfaction and anguish by going on a strike on 14th  November, 2006, you are aware that vide our letter dated 23/10/2006, we have demanded a meaningful dialogue on promotion policy amendments  proposed by company. But we understand company proposes  to go ahead with changes to policy with or without holding further discussions with associations. This will totally alienate large sections of officers from entire promotion process.

 

 

Companies are doing exceedingly well as reflected by bumper profits reported year after year . This has been possible only due to unstinted efforts and hard work put in by all officers . SVRS saw 25/30 % reduction in strength of officers. There has been no replenishment and this additional  workload has been taken up by officers remaining in the company, without grumbling.

 

 

UNFORTUNATELY, there has been no reciprocation from the side of Management . Year 2004 was a “no promotion year”. In the guise of cadre strength determination by a consultant, AF FERGUSON & CO ( an act which should have been performed before SVRS was  introduced) the promotion exercise was given a go by.

 

After much protest, there was promotion exercise in 2005 with paltry vacancies, determined purely on exits. Now vacancies for four years commencing from 2006 have been frozen at low levels, much lower than what it used to be earlier . With these vacancies , it may take minimum 3 years  for one batch to be cleared.

 

While in other organisations, managements have made all efforts to motivate officers who stayed back  after an SVRS  with  accelerated promotions, here the attempt hasten to demoralize officers.

 

And now, management is bent on introducing changes to policy which would ensure that large number of officers  would never get their promotions till their retirement.

 

THIS is unwarranted and uncalled for and we demand immediate reversal of these amendments which are being attempted and call for a dialogue and evolve a meaningful policy .

 

As an expression of our protest officers of NIAOA will be on strike on  14/11/2004 for which purpose this may be taken as notice.

Re : Amendment to the Promotion Policy.

 

This has reference to the discussion we had with NIA/GIPSA on the above issue in May and September 2006 at Kolkata and Hyderabad respectively.  At the meeting in Kolkata in May 2006, GIPSA has presented one set of Proposals for Amendments to the existing Promotion Policy.  In the Kolkata Meeting we welcomed the Amendments to the existing time-tested Policy, since the existing Policy has been devised more than 15 years ago. At the same time we insisted the Proposed Amendments should be discussed threadbare before its implementation.  The Proposed Amendments suggested by the GIPSA was circulated to our Members. Based on their response NIAOA had given a point-by-point feedback to GIPSA’s Proposals vide our letter dated 21st June 2006. 

 

At the next Meeting at Hyderabad in September 2006, GIPSA came with another set of Proposals, some of which were diametrically opposite to what had been presented earlier at Kolkata.  After due consultations at all levels NIAOA has again responded to GIPSA’s new set of Proposals vide our letter dated 15th September 2006.  In the same letter we have also demanded that future GIPSA’s meeting with checked-off Associations should be only in the presence of the CEOs of the Companies to ensure meaningful and purposeful outcome. 

 

NIAOA had strongly objected to some of the Proposals of GIPSA given in Hyderabad Meeting which were draconian in nature.  Now, we understand GIPSA had sent instructions to the four Member Companies to issue and display notices to all employees stating that next Promotional Exercise will take place under the provisions of the Revised Promotion Policy only.  This move by GIPSA to pre-empt any further discussion and proceed unilaterally without taking into account the need of the Organisation or the Officers is highly objectionable.  All over India, all Officers are highly agitated over some of the Proposals which GIPSA want to thrust and if the Company Managements follow the instructions of GIPSA on this issue, NIAOA will have no option but to go on major industrial action which we deem fit for which Management will be held totally responsible.

 

We hope that the Company will assert its independence and not abdicate its power to GIPSA as you are well aware many of the Proposals are against the interest of the Company as well as its Officers.  At this stage, we would like to draw your attention that our Corporate Management had already abdicated its responsibility of declaring additional vacancies based on our stupendous growth since 2004 to ensure uniformity in declaring vacancies amongst the four Member Companies of GIPSA.  Let us not perpetuate the same mistake at this crucial issue of Amendments to the Promotion Policy, which will have its impact at least for another one decade in the totally changed scenario.

 

We believe that further discussions can bring better results and this kind of unilateralism, which GIPSA is showing, will not pay.  We therefore feel that this matter should be properly discussed and only after that it should be implemented.  Hence, we want your immediate intervention on this matter and advise GIPSA to immediately convene a Meeting to discuss the Proposed Amendments.

Re:  Discussion on De-tariffing.

 

 

We had our All India Committee Meeting at Hyderabad on 6th Sep.’06.  In the said meeting among other Agenda the issue of “De-tariffing” was discussed and our All India Committee had felt that the proposal by IRDA to separate Underwriting, Claims settlement and Marketing will suit Private sector more than the Public sector. We feel our Corporate Management should not have accepted the de-tariffing process set in motion by IRDA separating underwriting, claims settlement and Marketing.

 

IRDA’s proposal to separate underwriting, claims settlement and marketing is an attempt to interfere in the business process of our Company and it should be resisted in the interest of our Organisation. It should be left to us to decide the method of organizational re-structuring required to deal the de-tariffed regime.

 

The assurance to the Customer that he will be serviced by one Official/Office from the initial stage of competitive pricing till the settlement of claim, in the event of loss, has so far been the practice of the Public Sector General Insurance Companies. The fact that one Official/Office with whom the Customer has direct interaction from inception will be holding responsibility till the end is the distinct reason why private players could not outplay us in the last five years, in spite of the malpractices done by them and also for our regaining some of the accounts lost. We can not afford to lose this distinct advantage

 

We sincerely believe you would appreciate our concern in this issue.  This is the time for our Corporate Management to have dialogue with all sections of employees to prepare them to face the challenges of de-tariff regime.  Hence, we request you to call our All India Committee immediately to have a broad discussion on the issue of de-tariffing.  We are sure the above Meeting will be really fruitful and help our Corporate Management to adopt the right strategy that suits PSUs to face the challenges of de-tariffing and also involve the responsible organisation like NIAOA in preparing our Officers’ community to face the challenges ahead of us.
